IAU Activities


Secretariat News

  After more than a dozen years at the IAU where she held the position of Director, Information projects and services, Isabelle Turmaine has decided to seek other opportunities. Isabelle has contributed much to the Association, not least the creation of this very E-Bulletin which is much appreciated by many readers. Isabelle, amongst other tasks, coordinated the IAU reference publications (including the World Higher Education Database) and supervised the development of the IAU website and the management of the Information Centre which maintains the HEDBIB higher education reference database. While we will sorely miss her expertise and collaboration, the IAU President, Administrative Board and Secretariat wish her all the best in her new endeavours. Isabelle will leave the IAU on 15 July.

  Partnership with UNESCO
Following the signing of a UNESCO-IAU framework agreement in 2015, focusing more particularly on collaboration on updating the IAU’s World Higher Education Database, letters co-signed by IAU and UNESCO were sent to all UNESCO Member States in Africa this month inviting them to assist in keeping the database up-to-date. IAU updates this global database of more than 18,000 higher education institutions and national systems annually, each year focusing on a different world region. By launching its cooperation in Africa, IAU hopes to provide authoritative and accurate data on this region where higher education is expanding rapidly. When invited to do so, we urge all universities to complete their pre-filled online questionnaire. For added visibility in the WHED, IAU Members are also invited to send photographs. The WHED is available free of charge to all, but IAU Members benefit from more enhanced searching and downloading possibilities.

  Partnership with L’Etudiant
IAU, in partnership with L’Etudiant, the leading French education media group is pleased to offer to all Member institutions a highly reduced price to attend to l’Etudiant’s annual Study abroad Fair in Paris on 28 & 29 January 2017. This Fair attracts more than 11,000 visitors and 130 exhibitors from 30 countries. The Study abroad Fair offers a great opportunity to present your university to French students intending to study abroad and to meet new French institutional partners. 2017 will mark the 20th anniversary of this event. In addition, EducPros (for education professionals) also proposes to all exhibitors a preparatory workshop to help all gain a better understanding of the French higher education sector. Conferences
  Registration is open for the IAU 15th General Conference on Higher Education: A catalyst for innovative and sustainable societies. Taking place from 13 to16 November, 2016, it will be held at Chulalongkorn University, Bangkok, Thailand. The conference offers an exciting programme that no leader of higher education who is interested in the role of universities as actors in innovation and sustainable development should miss!

  IAU is pleased to welcome new institutions and organizations as sponsors and partners in the conference.
The Asian Institute of Technology (AIT) joins the Thai Universities Consortium acting as co-organizers with IAU, together with Chulalongkorn University, Suranaree University of Technology and Siam University. The Magna Charta Observatory will hold its first meeting in Asia in conjunction with the IAU General Conference. UNESCO, ACUP and Sustainable Development Solutions network (SDSN) and others are co-organizing parallel sessions during the event.
The Conference Programme Committee has selected 8 case studies that will be presented in Bangkok and registration for Posters has just opened on the IAU website.

  Elections to the IAU Administrative Board
At the IAU 15th General Conference, IAU Members will elect the next IAU President and Members of the Board and adopt the IAU Strategic Plan 2016-2020. More information about being a candidate is available.

  Design Competition Winner - a new look for ISAS (2.0)
IAU is pleased to announce that Muhammad Mahir Mohaimin, a student at Daffodil International University, Bangladesh is the winner of the ISAS (2.0) design competition. IAU is working with him to further develop the winning logo and visual identity of the new ISAS (2.0) programme for advancing internationalization. In recognition of his winning design, Muhammad Mahir Mohaimin is invited to attend the IAU General Conference in Bangkok. IAU thanks all the other students who submitted outstanding proposals in this competition. ISAS 2.0, using the new visual identity, will be launched in the autumn.   Leading Globally Engaged Universities (LGEU-3) - Registration now open
Higher Education representatives in senior leadership positions can now register for LGEU-3!
Hosted by EAFIT University, Medellín, Colombia from 4 to 9 December, 2016, the 3rd session will combine engaged debate about strategic leadership challenges in HE and peer-to-peer learning exercises that underline unique aspects of leadership in an inter-cultural and globalized context. Participants will also learn about Colombia’s HE system through visits and meetings with representatives of local universities and other organizations. They will compare and contrast the challenges facing their own institution and/or higher education with colleagues from all over the globe and take this networking opportunity to discover Medellín, the city of Eternal Spring!   Higher Education Internationalization Handbook
IAU Members can now benefit from a substantial discount on subscription to the hard copy and online versions of this Handbook, as IAU has taken on the role of Editorial Board Chair for this publication. Published three times per year and including articles from all over the world, the Handbook offers practical articles of interest to anyone engaged in the internationalization of higher education.   Call for papers IAU Horizons, vol. 22, no.1 & 2.
The next issue of IAU Horizons will appear in October 2016, disseminated globally and distributed at the IAU 15th General Conference. The In Focus section will examine the topic Leadership for a changing public-private higher education funding landscape, a theme envisaged for the IAU 2017 International Conference.   Higher Education in ASEAN
IAU will publish a booklet featuring the higher education systems and institutions in the 10 ASEAN countries on the occasion of the 15th General Conference in Bangkok, Thailand, the country where ASEAN was founded. All institutions in the region have been invited to seize the opportunity to increase their visibility in this publication. Higher Education in ASEAN will draw on information from the WHED. Representation
  5th M-Enabling Conference, Washington, DC, USA
Isabelle Turmaine, IAU Director, Information Projects and Services, was invited to participate in the first ever day devoted to higher education at the 5th M-Enabling Conference, co-organised by G3ict and Georgia Tech’s Accessible Solutions and Research Center, in Washington DC, on 13 and 14 June 2016. She chaired the session entitled Innovative paths for accessible contents in higher education and introduced IAU’s work (including Policy Statement on Equitable Access, Success, and Quality in Higher Education, Guidelines for Accessible Information, OER, and proposed new strategy on ICT) in the session entitled Roadmap towards equal access in higher education.

  UNESCO-Commonwealth of Learning (COL) launch of MOOCs publication, Paris, France
On 16 June, Amanda Sudic, IAU Librarian/ Documentalist, attended the official launch of the UNESCO- Commonwealth of Learning (COL) publication entitled "Making Sense of MOOCs: A Guide to Policy Makers in Developing Countries". In their presentations, Asha Kanwar, COL President and Qian Tang, UNESCO Assistant Director-General for Education, emphasized the increasing use of MOOCs in developing countries and the important role that they can play in providing access to quality higher education and in helping to achieve the Sustainable Development Goals.   First OECD Higher Education Stakeholders Forum, Paris, France
Eva Egron-Polak, IAU Secretary-General, was invited to the first OECD Higher Education Stakeholder Forum held in Paris on 17 June 2016. Hosted by the Australian Embassy and opened by OECD’s Director for Education and Skills, Andreas Schleicher, the Forum served to present the two higher education areas of work at OECD in the immediate future: a) Benchmarking HE system performance and b) analysis of labor market relevance and outcomes of higher education systems. Deborah Roseveare, Head of OECD’s Skills beyond School Division, emphasized that this work was designed to provide policy advice, on the basis of what works, to countries that wish to receive it. The Forum is to be an annual event.
During the IAU 15th General Conference, an update on progress made by OECD on these initiatives will be presented in one of the concurrent sessions.

UNESCO: Awards; ICTs; Call for Candidatures; Disadvantaged groups
UNESCO is calling for candidatures for the 2016 edition of the UNESCO King Hamad Bin Isa Al-Khalifa Prize for the Use of Information and Communication Technologies (ICTs) in Education Prize. The theme for the 2016 Edition is the use of ICTs in education for disadvantaged groups. The deadline for submission is 30 September 2016.

UNESCO: Refugees
The policy paper, No more excuses: Provide education to all forcibly displaced people, jointly released by the UN Refugee Agency (UNHCR) and the Global Education Monitoring Report in advance of the World Humanitarian Summit, shows that the education rights of forcibly displaced populations are being neglected. It calls for countries and their humanitarian and development partners to ensure that internally displaced, asylum seeking and refugee children and youth are included in national education plans and collect better data to monitor their situation.

UNESCO: Science Policy
The UNESCO Science Report: Towards 2030 was presented to the European Parliament in Brussels in June. The event, organized in partnership with the Science and Technology Options Assessment (STOA) Panel and the European Commission's Joint Research Centre (JRC), aimed to share the main conclusions of the report with European decision makers and foster a dialogue on science policy.

UNESCO: Sustainable Development; Education 2030
UNESCO has published Sustainable Development in the Least Developed Countries, towards 2030. This brief report provides a sectoral review of the progress achieved of the LDCs in the Istanbul Programme of Action goals (IPoA) areas relevant to UNESCO’s work, as well as the synergies with the 2030 Agenda.

UNESCO Office in Harare: Women’s Education; Awards
The Female Students Network Trust has been awarded the UNESCO Prize for Girls’ and Women’s Education. The Trust was recognized for its initiative entitled ‘Empowerment of Tertiary Education Female Students through Leadership Development and Mentorship Programmes’ which stems from a baseline survey which explored the indicators, prevalence and awareness levels of sexual harassment in learning environments, particularly in tertiary education. It advocates improving the accountability of authorities in creating favorable learning environments for girls and women and establishing sexual harassment policies in institutions of higher learning.

Agence universitaire de la Francophonie (AUF): Doctoral Education; West Africa
The West Africa Bureau of AUF published a White Paper on good practices of doctoral schools (Livre blanc sur les bonnes pratiques des Écoles doctorales). It defines the doctorate and the training of doctoral students, the forms of study, doctoral schools, their administrative organization, strategies to set them up, and their rules.

Agence universitaire de la Francophonie (AUF): Information Sources; Africa
On 17 June, in Bamako, Mali, AUF presented the first mega portal on Francophone university pedagogical resources during the second meeting of Francophone higher education ministers on the digital development of the Francophone university.

Agence universitaire de la Francophonie (AUF): Science and Innovation; Morocco
Organised by the Université Cadi Ayyad (Marrakech, Morocco) and AUF, a colloquium on "Innovation and Digitalisation" took place in May in Marrakech. Initiatives such as intelligent campuses and virtual, hybrid and distant laboratories were showcased. Recommendations were made concerning the mutualisation of existing distance training programmes; promoting pluri-disciplinary teamwork; and a mapping of alternatives that can be adapted elsewhere.

G7 Education Ministers’ Meeting: Educational Reform; Science and Innovation
The G7 Kurashiki Education Ministers’ Meeting took place in Kurashiki City on May 14 and 15. Its theme was Innovation in Education: Reforming Education to Build Peaceful, Prosperous, and Sustainable Societies. Ministers discussed the role of education in confronting global challenges faced by societies, the qualities and capabilities required in this new era and educational systems needed for fostering these. Modalities for international cooperation in this new era were also discussed. The Kurashiki Declaration was adopted at the meeting.

Global Research Council (GRC): Research; Equal Opportunity;Women
The Research Councils UK, together with the Indian Science and Engineering Board (SERB), hosted the GRC 2016 Annual Meeting in New Delhi from 25 to 27 May 2016. The two themes for the meeting were: Interdisciplinarity and Equality and Status of Women in Research. Participants discussed and endorsed a Statement of Principles on Interdisciplinarity and a Statement of Principles and Actions Promoting the Equality and Status of Women in Research.

International Academy of Technology, Education and Development (IATED): Science and Innovation; Call for Papers

International Council for Open and Distance Education (ICDE): Open Access; Online Education; Call for Proposals
ICDE invites proposals for an overview study of delivery models for open, online, flexible and technology-enhanced higher education. The objective is to produce a report describing the most relevant models, including guidelines and suggestions for using the models. 70 - 100 cases from all regions should be included in order to secure overall relevance. International Council for Open and Distance Education (ICDE): Open Access; Online Education; Doctoral Education
The Global Doctoral Consortium (GDC) is a global initiative aiming to support doctoral students in the research field related to online, open, flexible and technology-enhanced learning. It is a virtual network and knowledge hub that supports doctoral students in building relationships, collaborating, and sharing research ideas. It will provide insight on the research themes selected by doctoral students and connect to the journal ‘Open Praxis’.

The Fiji Higher Education Commission hosted the INQAAHE Biennial Forum from May 22 to 24, 2016. Its theme was Quality Assurance in Higher Education in Challenging Times. PASCAL Observatory: Learning Cities
The 13th PASCAL International Conference was held at the University of Glasgow from 3 to 5 June, 2016. It focused on future directions for Learning Cities at a time of significant challenge and opportunity for enterprising Learning Cities. It built on work through the PASCAL International Exchanges (PIE) and Learning Cities Networks (LCN) programmes to establish a platform for sustainable learning cities that responds to a mix of social, economic, environmental, and cultural objectives. The Conference ended with the Glasgow Statement on Innovation in Building Sustainable Learning Cities.

United Nations: Sustainable Development; Strategic Planning
A global education action agenda affirming the importance of Sustainable Development Goal 4 – ensuring inclusive and equitable quality education and promoting lifelong opportunities for all – was adopted in Gyeongju, Republic of Korea, in June. The Gyeongju Action Plan provides guidance for NGOs worldwide to enhance their ability to lobby governments to commit to implementing the Sustainable Development Goals and mobilize NGOs in communities on the ground.

Association for the Development of Education in Africa (ADEA), African Development Bank Group (AfDB), UNESCO: ICTs; Agenda 2063
The Second African Ministerial Forum on the integration of information and communication technology (ICT) in education and training with the theme: Advancing inclusive knowledge societies in Africa to implement Africa’s Agenda 2063 and the SDGs took place in June in Abidjan, Côte d’Ivoire. It concluded that: it is urgent to accelerate ICT integration in education and training to develop 21st century skills, advance the knowledge society and achieve Africa’s Agenda 2063 and the SDGs.

African and Malagasy Council for Higher Education (CAMES): Educational Evaluation; Researchers
The 33rd session of the Council of Ministers of CAMES adopted the Guide to evaluation of Teachers-Researchers and Researchers (Guide d’évaluation des Enseignants-Chercheurs et Chercheurs (GEE-CC)) in Dakar in May. It offers answers to questions such as where, when and how to apply? and presents the rules to progress from one grade to the next.

Centro Interuniversiario de Desarrollo (CINDA): Educational Quality
An international seminar on Quality in Higher Education was organised by CINDA at the Universidad Católica del Uruguay in Montevideo in May. Participants shared their experiences in institutional management and discussed challenges for quality in relation to institutional management. Other topics included internationalization, pedagogy and virtual education.

Consortium for North American Higher Education Collaboration (CONAHEC): Regional Cooperation 
On June 29, 2016 the heads of state of Canada (Prime Minister Justin Trudeau), United States (President Barack Obama) and Mexico (President Enrique Peña Nieto), in collaboration with CONAHEC, have announced the creation of  the North American Center for Collaborative Development (NACCCD) which emerged from the North American Leaders Summit 2016. The aim of this center is to facilitate international higher education collaboration research, publication and dialogue within North America as well as with partners around the world.

Unión de Universidades de América Latina y el Caribe (UDUAL): Internationalization; Educational Research; Brazil
The minutes of the First Brazil-Southern Cone Meeting held at the Universidad Estadual de Campinas at the end of April have been published. The meeting discussed topics such as internationalization and regional integration, joint research and postgraduate studies and the Latin American and Caribbean Higher Education Area.

Association of Southeast Asian Nations (ASEAN): Quality Assurance
The Third ASEAN Plus Three Education Ministers Meeting (3rd APT EMM) was held on 26 May 2016 in Selangor, Malaysia in conjunction with the Ninth ASEAN Education Ministers Meeting (9th ASED) and the Third East Asia Summit Education Ministers Meeting (3rd EAS EMM). The Ministers noted with appreciation the status of the implementation of the ASEAN Plus Three Plan of Action on Education 2010-2017 and encouraged greater cooperation for the successful completion of all the programmes and activities through the involvement of relevant universities and educational institutions in the participating countries. At the end of the meeting, they issued a joint statement.

Center for Higher Education Policy Studies (CHEPS): Dropouts; Retention
CHEPS and NIFU have published the results of an international comparative study on the policies and practices in Europe regarding “Dropout and Completion in higher education”. This research was conducted for DG EAC of the European Commission and is presented in 8 reports.

Coimbra Group, UNICA and EUROPAEUM: Academic freedom
Representatives of the Coimbra Group, UNICA and EUROPAEUM gathered at Charles University Prague in May for a conference on the Legacy of Charles IV, Education and Academic Freedoms, Innovation and Open Society. At the end of the meeting, they signed the Prague Declaration.

Coimbra Group: Educational Relevance, Educational innovation
The Coimbra Group has published a Statement on the Open Consultation on the EU’s Modernisation Agenda for Higher Education. It addresses the three proposed priorities of the European Commission: Promoting relevant teaching and learning; Helping universities to become strong regional innovators; and Ensuring education and research functions are mutually reinforcing.

Council of the European Union: Scientific Publications; Open Data

The final event of the European Green Week took place in Vienna on 3 June 2016, organized and hosted by the Austrian Ministry of the Environment and the European Commission in partnership with the European Sustainable Development Week initiative and UNEP Europe. European Parliament: Students Mobility; Researchers
The European Parliament has approved harmonised EU entry and residence rules to make it easier and more attractive for people from third countries to study or do research at EU universities. The new rules ensure that: students and researchers may stay at least nine months after finishing their studies or research in order to look for a job or set up a business; as well students and researchers may move more easily within the EU during their stay.

European Students’ Union (ESU): Educational Cooperation
ESU has adopted the “The Bergen Declaration” drafted by student activists from South America, North America, Europe, Africa, Asia, and the Pacific in May 2016. It aims to increase cooperation between student organizations and build a network that can develop into a global movement. Students can now share their experiences and connect around global issues and threats related to access to education, commodification of tertiary education systems, academic freedom and students’ rights.

European Students’ Union (ESU): Student-Centred learning
The final Peer-Assessment of Student-Centred Learning (PASCL) Conference on Student-Centred Learning took place on 25th May 2016 in Brussels. It put forward results of the project, such as the new peer assessment framework for “student-centeredness” of a higher education institution. Project participants presented examples of teaching incorporating elements of student-centred learning and university best practices. The conference ended with a ceremony where institutions were rewarded for successfully implementing SCL in their education strategy.

European University Association (EUA): Accreditation
EUA has published a special update on EU trade agreements and the recognition of professional qualifications. It reports on the state of play in Mutual Recognition Agreements (MRAs), taking as its starting point the EU-Korea free trade agreement, the first of the EU’s new generation agreements. It then looks at the EU-US Transatlantic Trade and Investment Partnership (TTIP), the plurilateral Trade in Services Agreement (TiSA) and bilateral agreements.

Eucen has submitted a project proposal "Validation for Inclusion of New Citizens of Europe - VINCE" under the KA3 call EACEA/05/2016 Initiatives for policy innovation - Social inclusion through education, training and youth. It will develop university staff training in Validation of Previous Learning (VPL), adapting existing proven VPL methods to meet the specific needs of newcomers so that they can access HE and more easily integrate European society. The process will include the design of a set of guidelines containing information on the culture and expectations of Europe, the host country, HE in general, the HE institution in particular, and the VPL arrangements. The outputs of the project will form the basis of policy recommendations targeted at decision makers and institutional learners.

The Environmental Association for Universities and Colleges (EAUC) has provided a letter of support for the Latin American Universities for Fair Trade initiative. The Latin American Universities for Fair Trade scheme hopes to create a network of Latin American and Caribbean Universities that support fair trade through actions in academia and by fostering collaboration with small producers. The project will allow universities to become more informed of fair trade issues and practices, learn from other institutions’ experiences, influence changes in behaviour across universities, and use their potential for becoming active players in promoting and creating positive change in the area of fair trade.

United States/ Vietnam: Universities; Development Policy
President Obama announced that Fulbright University Vietnam would begin operation in the autumn of 2016. It will be an independent, nonprofit Vietnamese higher education institution that will be located in Ho Chi Minh City. FUV will develop programmes in collaboration with a consortium of international academic institutions, including Harvard University. FUV will recruit students and faculty from around Asia and beyond.

Australia: Educational Reform, Academic standards, Evaluation
The Commonwealth Minister for Education and Training has set new national standards for higher education in Australia – the Higher Education Standards Framework (Threshold Standards) 2015. From 1 January 2017, all registered providers of higher education in or from Australia will be required to meet and continue to meet the requirements of the new Framework. TEQSA will undertake an assessment of applications (and any regulatory actions arising) against the new HES Framework from 1 January 2017.

Australia: Educational Reform
The Government has released a paper, Driving Innovation, Fairness and Excellence in Australian Higher Education, which sets out options for reform that support the Government’s vision of a stronger, more sustainable system of higher education. Austria: Science and Innovation
Eutema GmbH, ZSI and the University of Zaragoza have published Open Digital Science. Final Study Report. Its main task was to explore the extent to which new scientific practices based on digital technologies were emerging, what they consisted of, and how they were changing the relation between science and society. The study identifies quantitative and qualitative indicators and metrics to assess the uptake and impact of open science and proposes indicators on how to set up a permanent observatory.

Brazil: Internationalization
The city of Fortaleza hosted the 28th Annual Conference FAUBAI 2016 – Brazilian Association for International Education, from April 16 to 20. Its theme was Social Responsibility in the Internationalization of Higher Education. Discussions were held on issues related to diversity, reciprocity, minorities and global citizenship, aimed at promoting more inclusive internationalization. Issues such as reciprocity in international cooperation, internationalization and minorities, the strategic role of the Portuguese language in multilingual educational contexts and cooperation within the BRICS were also addressed.

Canada: Classification Systems
In the frame of its seminar From the administration in university governance: progress or decline? which took place on May 9, the Quebec Federation of University Teachers (la Fédération québécoise des professeurs d’université (FQPPU)) has released a first proposal of Classification of Quebec universities inspired by the Carnegie Foundation for the Advancement of Teaching. Universities Canada has released a report entitled Canadian Universities and our Digital Future which summarizes discussions during a workshop organized in Vancouver on November 30 and December 1, 2015. Canada: Internationalization
The Council of Ontario Universities (COU) has published Crossing new frontiers for the benefit of students and the provincial economy. A submission to the Ontario government on the development of an internationalization strategy for higher education. It makes five recommendations for developing an internationalization strategy for higher education that benefits students and the provincial economy, enhances global academic research and business partnerships, and improves the spread of information related to Ontario’s higher education sector.

Chile: Technology Transfer, Intellectual Property
To increase technology transfer of research to market, groups of universities, science laboratories and companies competed to establish a number of technology transfer hubs. The three initial hubs are: Andes Pacific Technology Access, HubTec, and Know Hub. Each hub offers services designed to facilitate bringing research to market, including managing intellectual property and putting the findings to best practice. These hubs are expected to open new markets according to innovation needs, both nationally and internationally.

France: Cultural Diversity
The colloquium “Campus en Mouvement” (Campus in Motion) took place in May at the Université d’Orléans where the Conference of University Presidents (CPU) made 10 proposals. A framework agreement between the CPU and the Cnous (Centre national des œuvres universitaires et scolaires), a French body providing a variety of student services, was also signed to ensure a better follow-up of students in their diversity; adapt the services to the needs of the academic community; and develop campus life.

India: Autonomy
In May, the Union government announced new norms for Deemed universities that allow more academic, administrative and regulatory freedom for these institutions, largely run by private education providers. The new rules — Deemed University Regulations, 2016 — do not require a minimum land holdings; and do require that Deemed universities revise their course curricula every three years. Credits earned by students in one Deemed university can be transferred to another. Some differences between private and government Deemed universities are maintained.

Nigeria: Sexual Harassment
The Sexual Harassment in Tertiary Educational Institutions Prohibition Bill has passed the crucial second reading in the Senate. The bill makes it a criminal offence for any educator in a tertiary educational institution to violate or exploit the student-lecturer relationship for sexual favours. The Bill also stipulates as offences solicitation of sex or sexual advances by lecturers which result in intimidation and hostile or offensive environment for students.

United Kingdom: Academic freedom
The Higher Education Policy Institute (HEPI) has published Keeping Schtum? What students think of free speech. Wave 2 of the HEPI/ YouthSight Monitor. It focuses on freedom and the limits of freedom at UK higher education institutions. The results show strong support for the principle of free speech, but also considerable support for mechanisms that limit free speech. The data could be interpreted as suggesting that full-time undergraduate students are confused, wrong, or responding to complicated issues in complicated ways. Whichever it is, it concludes that higher education institutions need to do more to debate and discuss these issues with their students.

United Kingdom: Access to Education
University Alliance has published a report entitled Supporting thriving communities: The role of universities in reducing inequality. It identifies collaborative outreach and working in partnership with schools as the most effective ways of supporting underrepresented groups to apply to university. It also backs a continued strong role for the Office for Fair Access (OFFA) and the National Collaborative Outreach programme when the Office for Students comes into being. The All-Party-Parliamentary Group for International Students held its inaugural meeting in Parliament in May, highlighting the impact of international students on UK education as well as on the UK’s economy and international relations. Parliamentarians heard about the current issues facing international students and international education in the UK. APPG members agreed on several key recommendations: There is a need to disentangle international students from the immigration debate; The APPG and the education sector should engage education ministers from around the world to encourage study in the UK; and International students have an impact beyond our education centres. The Higher Education Policy Institute (HEPI) has published a new report, Boys to Men: The underachievement of young men in higher education – and how to start tackling it, which shows that boys are performing less well than girls across primary, secondary and higher education, not to mention apprenticeships, and that the situation is getting worse. Based on current trends, the gap between rich and poor will be eclipsed by the gap between males and females within a decade.

Announced on 16 May 2016 in the government’s higher education and research White Paper ‘Success as a Knowledge Economy’, UK Research and Innovation (UKRI) will be established as a single, strategic body that will bring together the 7 Research Councils, Innovate UK and the research funding from Higher Education Funding Council for England (HEFCE). United States of America: Educational Funding
The Department of Education has proposed regulations to further protect student borrowers and taxpayers against predatory practices by postsecondary institutions. United States of America: Gender; Right to justice
Following the joint letter of the US Departments of Justice and Education about civil rights protections for transgender students, ACE has released a brief on the guidance documents issued by the federal agencies entitled U.S. Departments of Education and Justice Release Joint Guidance Related to Transgender Students and Title IX. This document answers questions such as how institutions must refer to transgender students; whether and how to provide sex-segregated facilities to transgender students; and more.

United States of America: Social justice
The Institute of International Education (IIE) has released a new report entitled Social Justice and Sustainable Change: The Impacts of Higher Education (IIE, 2016). It is part of a ten-year study of the Ford Foundation’s International Fellowship Program alumni and their impacts in their communities globally. The report shows the link between higher education and social justice and the effect that higher education can have on marginalized populations and leadership worldwide.
